Mapping the multilingual urban landscape
The city hall in Madrid is not the only place where these kind of posters pop up. Also in my university you can find this banner in several buildings. In this picture you also see the tourist bus, announced in English. This is a pretty logical decision, as only tourists take the tourist bus and it is important for them to be able to read what kind of bus it is. The city hall could have welcomed the refugees in Spanish, as it is a way of showing the cityhall stands for a specific position. I think it would have been more important to make Madrilenos aware, than to make tourist/English language speakers aware.
